Benin, Edo – The Edo State Government has announced an immediate ban on graduation ceremonies for nursery and kindergarten pupils across public and private schools in the state.

‎The directive, issued by the Edo State Ministry of Education, aims to reduce financial burdens on parents and refocus attention on academic development.

‎In a memo dated August 19, 2025, the Commissioner for Education, Dr. Emmanuel Paddy Iyamu, stated that the state policy on Education only permits graduation ceremonies only for pupils completing Primary and Senior Secondary School 3 (SSS3).

‎"Henceforth, only students who have completed the basic 1-9 and senior secondary 3 are permitted to hold modest graduation celebrations. However, promenade (prom) ceremonies are highly discouraged as it encourages indicency among students.

‎"For the avoidance of doubts, all pre-basic pupils are not allowed to embark on graduation ceremonies and parties across the state.", the memo stated
